The
Board of Governors of the Postal
Service™ has acted on recommendations
from the Postal Regulatory Commission (PRC)
to change domestic prices, fees, and
classifications, for all classes of mail
and extra services. The changes also
include the introduction of the
Forever Stamp™.
The Board of Governors has directed
that these changes (with the exception
of Periodicals mail) be implemented at
12:01 a.m. Monday, May 14, 2007.
Implementation of the new prices for
Periodicals mail is being delayed until
July 15, 2007, to give the Postal
Service and mailers more time to prepare
for the structure recommended by the PRC.
A proposal explaining the changes will
be published in the
Federal Register and will include a
14–day comment period for mailers.
Concurrent with the changes to
domestic mail, international product and
pricing adjustments will also be
implemented. The international mail
initiatives were finalized in the
Federal Register,
April 4, 2007, and include a
simplification of international shipping
options."

Postal Bulletin
contains information on these changes,
as well as implementation resources
available to employees and customers,
and the new domestic and international
postal prices, fees, and
classifications. Changes in this
Postal Bulletin
revising the Mailing
Standards of the United States Postal
Service, Domestic Mail Manual (DMM®)
will be incorporated into the DMM
effective May 14, 2007. Changes in this
Postal Bulletin
revising the Mailing
Standards of the United States Postal
Service, International Mail Manual
(IMM®)
will be incorporated into the IMM also

Below are a few of links regarding
the USPS rate changes that go into
effect on May 14th. These changes affect
all classes of mail. It's really a
philosophical change for the USPS moving
from a heavy reliance on weight to
"shape-based" mail. The shape of a
mailpiece will play a significantly
larger role in the pricing as each shape
(letter vs flat vs parcel) has
increasingly higher processing and
handling charges.
